25hp Johnson will not run at full speed

Hey there I've been reading here for a long time, but finally have a problem I cannot solve by reading old post. I've been in the process of bringing a 1975 25hp Johnson back to life and am having problems. It was my grandfathers boat and ran fine prior to sitting for 15yrs. First I will list what I have done to the motor. I have replaced: all three coils, points and condensors, fuel pump and lines, spark plugs, impeller and thermostat along with rebuilding the carb. I have been testing it in a trashcan in the yard. It will fire right up and idle smoothly, and without the prop on it will rev up to full rpm no problems. However when on the water it will only run at what i would guess is 25% of the rpm it should turn at full throttle. The throttle plate is fully advancing, and the butterfly is opening all the way on the carb. I know that the main jet is clear and the float is set correctly on the carb. It runs smooth, not bogged down and no excess smoke, it just will not turn up and make power. Also pumping the primer bulp on the gas tank has no affect on how it runs. Any thoughts would be appreciated, I've done everything I can think of. Sorry for the long first post..

Do you have good compression? Pull the rope medium slow, and feel the 'whoomp' for both cylinders, if it seems strong and even, you're likely good. Use a spark tester to check for adequate spark. Spark should jump 1/4"+ with a strong, blue, snappy bolt on each plug lead consistently. If that's good, test run and pull one plug lead off the plug at a time while running at medium idle. It should slow the rpms when you pull the wire off on each cylinder successively. If it doesn't change when you pull one plug wire, and won't run at all w/the other plug wire removed (drop test), you found your 'bad' cylinder. Could be a bad spark plug, or water intrusion in that cylinder (head gasket likely then). If you're getting like 1/3 speed, it sounds like no fire/power from one cylinder. Well I think you are correct. I pulled the plugs and the top plug looks normal, while the bottom one looks very clean and wet. The base is still clean silver, no carbon or anything. I will not get a chance to mess with it until the beginning of next week. If there are any additional thoughts. I guess I either have a bad plug, no spark or water getting into the cylinder.

Went through the motor today and did some trouble shooting. I have 120 compression on both cylinders. Good strong spark on the top cylinder and nothing on the bottom cylinder. I swapped coils and that changed nothing, also checked wiring back to the ignition switch and it is all good. Only thing left is a problem with the points/condenser? I recently replaced them, so I suppose I could have done something wrong, or had a bad new part. I suspect a bad condenser, or bad ground. Thoughts?

I think you are on the right track, pull the flywheel and check the points, make sure they are gapped properly. If you want you could swap the condensers and see if the no spark condition moves to the other cylinder.
By the way, you shouldn't rev the engine that high with no load on it. :)

I pulled the flywheel today and noticed the wire going from the points to the bottom coil had all the insulation off of it and was touching a clamp. I spliced in a new piece of wire and now have strong spark to both cylinders. Seems to be running great in the trashcan. I will report back after I get it on the lake. Thanks for the help!

I was out on the water today and for the most part it ran great! Boat would plane on choppy water as long as my 250lb self wasn't in the front. Only thing I noticed was every now and then I would get what sounded like a lean backfire out of the engine. It would happen at both full and half throttle. There was a sticker on the engine that said 'restricted to 20hp'. Any idea what would cause this? I was curious what would have been done to restrict the motor. Smaller main jet?

I am going through this same problem with my 20 hp johnson. ALL brand new electrical...I am going to tinker with it again today...

If it really is a lean sneeze, then all you need to do is back out the low speed needle 1/8-1/4 of a turn. It's also best to set the carb up on the open water rather than a test tank.
