Yes, that was available with a starter. If there's a starter motor on it, then you'll need a solenoid and the wiring to run the starter.
I don't have a wiring diagram for that outboard, but you can see a blown up parts diagram for all the models of the 25 hp from that year at http://shop2.evinrude.com. Just pull down the list and find the 25 hps for that year.
