28 hp spl johnson will not crank unless you use a rope to pull start it

I put the battery on a charger for several hours and when trying to start the motor it sound like it not turning fast enough to start. But when I use a rope to pull start it starts fine and runs good. So I am wondering if it is the starter or the solenoid. I also tried to jump the start using jumper cables and still does the same thing. The pull rope works every time I use it but hard to put cover on when the motor is running and in the water too.

Clean all your electrical connections on the block and battery. Also clean the connections on the solenoid and starter if that doesn't work you may need to take the starter apart and clean it. Definitely sounds like the starter is not turning fast enough.

What is the battery voltage after being charged and what is it after trying to start the motor?
