If everything is in working order, the clutch for the tilt is adjusted by the upper cover of the tilt assembly. However, is everything in working order? from what you say, I'm gathering that the tilt is releasing the locking mech, but doesn't raise the outdrive. If you raise the outdrive by hand, does the tilt arm extend out? more info will help find your issue.

In the link, #4 is the top cover of the tilt assembly. It is also used to put tension on a spring inside the assembly. You may be able to tighten it down some in order to keep the outdrive up. When adjusted correctly, the outdrive should still be able to be pushed down by hand. Careful not break the whole assembly off, if it won't turn , you may want to pull the assembly and work on it on a bench. Its not hard to work on.

Good luck! Let us know what you find.

The top is down all the way, Can I add a washer between the spring and the cover ?

I don't see why not. But personally, I would pull the unit and go through it first. clean it up, grease it, see the condition of the rest of it.

Yes I already cleaned re greased and re assembled. I didn't see any wear in the gears Is this a lack of pressure?

Yes worm gear or the other gear can wear out. The ball bearings could be worn letting the worm gear push away from the brass driven gear. The brass gear is half of the cone clutch. The top cover should be hard to put on if the spring is the right one.

Does it slip or make ratcheting noises.
Is the out drive easy to lift by hand.
Does the shaft extend all the way and look clean if you help it raise?

The drive lifts easy by hand the lift shaft works as long as theres no pressure on it. as soon as I realese the drive the tilt shaft pushes back in

Yes it did work for awhile And yes all is there. I have parts from two others ive been trying combinations of clutch assemblys and springs I have no idea what the new worm gear would look like so I cant tell how worn these are

No Title

New threads are on the ends, middle would look like those if brand new.
The top should be real hard to screw on from spring pressure.
The narrow end fits in a bushing which, if worn down could allow the worm gear to push away from the bevel gear.
The business end rides in a ball bearing. Again, too much wear in the ball bearing would be bad.
