3.0 L OMC Cobra - Harmonic Stabalizer

I have recently started to get my boat ready for the summer and after starting the boat there seems to be a loud squeal coming from the motor. This squeal was present last year but seemed to go away after a couple seconds. This year it is fairly constant. I believe the squeal is coming from the harmonic stabilizer at the front of the motor. It seems to have a pretty good wobble on it and it also seems to be wearing down the belt fairly quickly. My question is, is it typical for the harmonic stabilizer to start to wobble over time and need replacement? Will simply changing the stabilizer fix the problem or is there a potentially bigger problem causing this issue? Are there bearings somewhere that could be causing the problem too? All in all the motor runs great, starts fine and doesn't seem to have any knocking or excessive vibrating..... just the annoying squeal.

The outer hub could be coming debonded from the rest of the damper. That means replacement
