3.0 litre Vovlo penta over fuelling

Hi,
I have a problem with carburettor delivery to much fuel. I left the 2 barrell Holley carburettor in the shop and they said that they have the carburretor running fine on a flow bench. I have fitted a new mechanical fuel pump. I have the throttle slightly open and when I crank the engine petrol jets out the spark plug holes. If I close the idle mixture screws fully closed the engine still runs. I have adjusted the float high down and also adjusted the travel on the accelerator pump to a minimum. These adjustments did reduce the amount of fuel being pumped out the spark plug holes. When I run the engine with the throttle at a nearly closed position the spark plugs get foulled with black sutt indicating to much fuel. I am just running the engine on water muffs and it revs out with no load. I have checked the compression in each cylinder is good. A change of spark plugs is required but how come the carburettor is letting in so much fuel?
The fuel pump is a Catter and is listed for the 3.0 MerCruiser engine.
