3.0 merc starting problems

I need some input i have a 1982 3.0 merc i/o turn the key and fires up next time you have to wind the fool out of it to get it to start it does this hot or cold i have 145+/- on all cyl. new starter plugs/wires dist.cap coil fuel pump,carb rebuilt (no change)oil pres is 40/45 its onlyhas starting poblems once it starts runs better than it ever has

If it has a carb, you need to pump the throttle once or twice before turning the key

I did that no change it gets fuel and spark timings good

If it`s carbed ,
With the motor cold remove the flame arrestor, push the throttle wide open and leave it there, look at the choke plate to see what position it is in.
It should be closed almost all the way, if not loosen the 3 screws on the element and rotate it untill it closes almost all the way , then start the motor normally (2-3 pumps of the throttle)and watch to see if it opens all the way.might take 2-3 minutes.
