3.0l glp volvo penta with yellow sludge under distributor cap

I recently changed the rotor and cap on my glastron sx175 3.0l Volvo penta and the old ones showed normal wear. I noticed some yellow sludge on the flat base area under the rotor. 2 days later there was yellow sludge under the distributor cap on the metal plate by the rotor contact. The boat was not even used since I tuned up the motor. I had tried to start it after the tune up but the engine would not turn over and the starter was making a ticking sound. All battery / wire connections are clean and tight. Where can this yellow sludge be coming from? The boat engine bay is spotlessly clean.

Stored outside. Oil is perfect but shouldn't be connected to the distributor sludge.

If the engine is not turning over but the starter is clicking/ticking, then likely the starter is not engaging.

Check battery, starter solenoid, grounds and cables/fuses.
