3.0l mercruiser carb hissing/sucking noise

I got a 1993 3.0l mercrusier. I rebuilt the carb. I can turn it over a few times then stop. It will make a hissing/sucking sound. Also when turning it over gas well kinda boil out the top. Gas will come out where the arrow is pointing. I took it back apart and put the old needle and spring because I thought the float is some how sticking. Number on the side of carb is 15396A-4 then 2602

that the bowl vent and if gas is coming out the float is high, needle and seat damaged, too high of fuel pressure

So I could have the float level to high? I set it at 9/16 and 1 3/16. So maybe it should be at 3/8....? I have new parts.
