You mentioned smoke from the exhaust. What color is it and how much are you seeing? Just a little or a lot?

If you have fuel AND spark at the plugs, then the only other thing is compression. I find it hard to believe its not at least sputtering if it has fuel and spark. Check compression.

I am not trying to just through parts at it the boat was pretty old and underwater so i figured that at least i would need to replace the electrical stuff.

You really, really need to do a compression test.
