3.3 hp carb help needed!

Hey guy's,I just bought a 2002 Mariner 3.3hp(the one with the nutrel and forward gears)It start's and idel's fine but as soon as I touch the throtle,it bog's out and die's then wont start again and leaks out of the bowl.
I was thinking that the float may be stuck,but if it was stuck it wouldnt start fine and idol,would it?
Any advise would be great.

leaks out of bowl.............. needle valve stuck. give the bowl a tap with a scewdriver handle to reseat valve, see if that stops the leak .

I had similar problem give carb a good overhaul actually take it apart and clean everything and fuel lines as well

I just took the carb off,and yes the needle valve was sticking,I cleaned the float and bowl.The needle valve was a little gummed up so I cleaned it up.One more question,What problem's will I run into if I don't run a fuel valve(petcock)?My motor doese not have one because the fellow that owned it before me used a external tank with it.
