3.7 won't start carb. and starter issues.

I have two issue, I think;
First, I have always had a hard time starting my engine. The engine cranks then the starter starts to spin. I'll stop turning. Turn the key again the engine cranks the engine will start to fire then starter spins. Do I have a Starter issue. My last boat didn't do this.

Second, seems as though the engine is getting to much gas at start. Even after I stop trying to start I'll walk back and look in carb and gas is still coming into carb. Is the float stuck? I don't know. Pulled plugs and they are wet with fuel. brand new plugs.

Any suggestions. As for the carb issue. I am pulling it and going to clean and rebuild. As for the Starter not sure if there is a true issue. Any suggestion would be appreciated.

Correct your fuel problem first. The starter's bendix is probably simply being overcome as the engine tries to start
