3.9 HP model year and value

I'm thinking about buying a 3.9 HP outboard from a local guy. The serial number is 2444631 and I was wondering that year that may be. One chart I found would suggest 1967, but another suggests 1968 or later. The guy selling it thought it was 1978, but I don't show them making this HP that late. It appears to be in good shape, so I was wondering what it is worth assuming it runs and the water pump works.

It's either a '68 or '69, I believe. They started having blue bands in about '70. I'd say about 100 to 200 bucks is what it's worth running. Mild steel drive shaft = pitted shaft and bad seals most likely.

I showed up at the guys house, but he was too hungover to come to the door. Perhaps he's not the best guy to deal with. He doesn't even know if it runs and still wants $200.

Looks like a '68. Running, with a tank & connector, maybe $200. If he doesn't show that it runs, go $100 (with a tank).

I opted to go with a 1975 (ish) 9.8 Mercury. I paid $500, but it runs great and still gets me in some lakes with 10 HP restrictions. It's not quite as fast as my 1959 15 HP Evinrude that I sold, but it's much lighter and easier to start. Thanks for the help though.
