Are you buying from a private sale or a marina? Check the compression, Spark plugs , ans water pump impeller. Check the gear oil for water or metal particles. Ask the guy about its routine maintenance such as when the last time the carbs were rebuilt, gear lube changed fuel pump rebuilt. Check the wiring for cracked or missing insulation. I everything seems fine start it up in a tank or on muffs.
It is always a good idea to change the impeller and gear oil so you know for sure that it is done. Get a manual for future repairs and maintenance and you are set.
