3 hp Ligthwin Carb Air Intake

I just bought a 1962 3042 3hp Lightwin. My friend has one also. Comparing motors we noticed his has what looks like a small 1/4 plastic looking plug directlly below the low speed control knob. Mine is missing the plug and when you look inside the hole you can see the air silencer screen. Questions:

What is the function of the plug?

Is there a part number for it, I don't seem to see one on the parts breakdown.

Do any carb rebuild kits contain that piece?

Can I silicone it shut or something similar?

I think that little plug is so you can spray fuel mix directly into the carb, without having to remove the silencer. Don't use starting fluid though, because it is not good for these motors.:cool:

That's one use for it, but actually it is for spraying in fogging oil for storage.

Ignore the missing part, it isn't a necessary item.
