If I bump the electric choke two to three times just before moving the throttle up, the engine will catch and accelerate fully. Almost everything was gone over by a dealer. The tank and gas line replaced, the carb cleaned (but not disassembled); now I'm being told by another dealer that there is too much air being allowed in, and that I should try adjusting the choke. It is an injector type choke and I don't know if it is adjustable. The butterfly is closed when engine is cold; seems to me that it should be more horrizontal?!

The dealer that told you that there's too much air being allowed in..... I'd strongly suggest that you avoid him/her/them permanently.

There is no such procedure as adjusting a choke. A choke is either fully closed or fully open.

Also.... the 1986 30hp Evinrude does not incorporate a choke. It has a fuel primer setup.

The carburetor is obviously fouled, clogged, and gummed. It requires removing, dismantling, cleaning, and rebuilding.
