30hp Evinrude will not run????

I have a 30hp Evinrude that I bought that is not a tiller handle motor but I am going to convert to one if I can figure this thing out first. I did not receive any throttle cables, steering cables or ignition with it so i tried to get it started by jumping the started solenoid because there is no ignition key/switch. I have just over 120 compression in both cylinders and I am getting hot blue/white spark to the plugs when i ground them to the block. To rule out a fuel issue, I sprayed mixed fuel directly into the head and put the plugs back in and it still didn't turn over. I then sprayed a little down the carb throat and still nothing. First thought was, it can't be the the kill switch because im getting good fire, my next thought was that there isn't a neutral safety switch but it has been bypassed(why I do not know) and I am still getting fire to the plugs, then a 3rd though was maybe I am not jumping the starter solenoid properly but again I am getting good fire to the plugs. My fourth thought was maybe I am flooding the engine with to much fuel by spraying it directly into the cylinder so I change my fuel ratio from 50/1 to 100/1 and varied how much fuel I sprayed and again continued to crank the motor over with electric start. And then my 5 thought was iboats. I know a lot about outboards but not everything so maybe Im missing something. Any help is greatly appreciated and I hope to get it running so I can use it. What year?
My 30hp Evinrude uses a 6 volt battery and 16 - 24:1 fuel mix.
I'm sure yours is much newer.

Do not run it at 100:1 mix !!!!

Thanks for the fast responses. I cant believe I did not think to check the flywheel key. Ill pull the flywheel off today. Though this engine came from the factory with a 100/1 mix recommendation, I would not run it for a long period of time because that is not enough oil to lubricate properly. I generally run a 50/1 ratio but I was just wanting to hear it run briefly. Boobie, I will get back to you and let you know about the flywheel key. Thanks

You can run it on the 100:1 mix as long as you want, but just don't leave it sit for a long period of time with out fogging it out.

Gentlemen, thank you for your help. I am ashamed of myself for not checking it but the flywheel key was the issue. I'm guessing that the person prior to me lost the key and replace it with a new one. The new one they replaced it with was thinner than the original so it did not sit snug in the crankshaft. This caused the flywheel key to not only wear down but also cut into the flywheel. For what I payed for it, I still can't complain.New flywheel and flywheel key and its Running good!! Thanks again Boobie
