I have a change to buy a trailer for my 28' pontoon boat for a good price, but the trailer is
for a 35' pontoon. Can I use the trailer as is or do I need to make changes to the trailer (If, yes, what are they?) or should I not buy it at all?

Morepower, if you can get it at a good price, then go for it.
The front part where your winch is, usually adjust to a point.
You can also, if the price is right, shorten the bunks, I take it that it has bunks, to fit your pontoon.
The part that gets you is in the rear that the engine will hit if you come up on it to far, plus the added hitch weight you would have, so I would move the winch part back as far as possible and go from there.

I was just wondering, how long is a trailer for a 28' pontoon? ( I think the guy is saying that the trailer IS 35' long not FOR a 35' pontoon) If that is the case than I think tohis is the correct trailer for my boat.

You will still have to balance the boat on the trailer to maintain the proper tongue weight.
