3500-4000 RPM limit problem going full throttle on Johnson Ocean Runner

Hi all - I am having an issue where I can't get past 3500 RPM when trying to plane the boat. Even with the full throttle pushed down, it seems to max out at 3500 RPM and seem to struggle. Only when I bring up the engine by trimming it up, it would go to about 4000 RPM, but that's it.

I doubt its in SLOW mode, i tried disconnecting the TAN wires, as well replacing the diode. The only thing I did recently was changing one Carb bowl, since it was warped. I took the newly installed carb bowl apart again and it seems to be okay with the throttle gasket and carb bowl gasket. Am I missing something? The whole boat does vibrate a bit when hitting 3000 RPM. Putting engine in neutral, I can rev it up past 5000 RPM without any issue. I've also tried using the old powerpack and same issue. Really stuck at this point with this engine.

I think I found the problem. I forgot to remove and install the high speed jet into the new carb bowl (behind the brass screw.) Damn.

Keep that up and you'll have more issues than you can imagine.....:eek:
