will depend on many factors. how big of a boat? going into the wind, or with the wind? what pitch prop.
I have trolled for browns and salmon with a 25hp on the back of a 14' and it moved a bit fast at idle. I would suspect that the 35 may be a bit fast.
you could use a drift sock to slow you down, or a trolling plate. the problem with the trolling plate is people forget them and throttle up, thus ripping it off the drive with parts of the cav plate
