I'm about done mounting my OB engine that I got for free on my stand. Now, I noticed that the bolts holding on the lower unit had been removed.

Apparently the previous owner had taken it to a marine mechanic who told him that it would cost a fortune.

All I know is that the engine apparently was seized after use in saltwater and sitting for a week, i.e. they tried to start it after a week and nothing.

Now, the propeller turns freely at this stage. Any speculations on what the mechanic might have seen? - He didn't even put the nuts back on some of the bolts.

The mechanic saw that the previous owner's wallet was empty. You will have to find out for your self what is wrong with this motor. A lot of times the cost of pro labor excedes the value of a motor. If you are willing to work for free in your own shop you may be able to make repairs, maybe not. If not you may end up with used parts you can trade or use on another project.
