35hp wont go in

I have a Montgomery Ward with a 35hp. It goes in reverse fine but I have to turn off the engine to put it into gear to go forward. I dont know much about boats or boat engines. Does this sound like a common fix? Could it just be a sychonizer? Thanks for any help.

While the gearcases are roughly the same we need to know the model number of your motor for the year and to figure who built it.
Also please describe the shifting difficulty.Does nothing happen,or does it grind and not ingage?? Is the motor idling as low as possible?
