35ph evenrude outboard mounting issues

I'm having an issue with my boat and after doing some searching and reading on here I think I have found the problem but I'm looking for insight on the best fix for it. I have a 1980 16ft Lund Mr. pike with a '80 35hp Evinrude on it. The issue I'm having is when I'm at full speed (about 25mph) the front half of the boat is out of the water. The boat usually starts touching the water shortly behind the helm which is mounted right in the middle of the boat front to back(similar to a bass boat set up). It seems to me that the boat is pushing water this way and slowing me down. I have read on the here about the av plate being up to 1" above the bottom of the boat but not sure how much difference it would make moving my motor up. I don't have much room to go up as you can see on the transom. I'm wondering a. should I move it up? B. How much of a difference will it make by moving it? C. Do I need to mount a brace onto the transom so the motor sits on it and all the weight is not on the bolts?

The motor looks to be the right height however, try tilting the motor up a notch (or two). This will push the stern down thereby raising the bow.

I moved it up a notch from where it is at now and tried that. I got a few more MPH's out of it but I'm trying to keep the bow down more but keep the speed up. The problem I have is when I'm full throttle I have to have someone move to the seat up in the bow to get it to come down. When I'm moving from place to place all the weight is in the stern of the boat....2 ppl, gas takes, 2 outboard motors. I want to get the bow down at full speed without having to make the other person sit up front. I picked up a hydrofoil on clearance at walmart for 10 buck and was about to put it on but read on here that it's only a "band aid" to an improperly mounted motor. This make me not want to put it on, and the fact that I"m not a fan of drilling holes into the motor. And its the reason I'm asking about the motor mounting.

not sure that you can get what you want ( bow down, and keep the speed up). your motor looks to be at a good height on the transom, you just need to do what you have been doing.....move the weight around in the boat for the best balance.

not be funny but i was under the impression this is the cavitation plat circled in red

if thats the case then he is to low in the water that plate should be even with the keel or slightly above it
