What RPM are you running at WOT? Do you have Power Tilt and Trim? Can you take pictures showing the A/V plate alignment with the transom and post them here?

Sounds a little slow, however as said already your set up and loading are very important. As a comparison for you, my outfirt in my signature pulls 47mph full tilt at about 6,200 rpm. I am hoping for 50mph this season when I raise the motor another inch to reduce drag. If you are considering this you MUST malke sure that you are still pulling in enough cooling water.
