My neighbour has a Volvo that is quiting. I'm more of an outboard guy as far as experience goes so it took me a min to wrap my head around this marineized automobile engine. It is a thing of beauty though. Anyways it would not start, he has been using 87 octane fuel, we poured some super directly into the carb and she started up. However seems to quit after a bit and not want to start again. I have to ask as well being that I know little about these engines, the fuel line comes from the tank goes into the carb then comes out the back and seems to run down into one side of the engine. This hose pops off and when the engine turns over it seems to "suck" or something. What is that? And any thoughts on trouble shooting?

Depending on the year of boat they have, it should have an electric fuel pump on the front of the engine with the fuel pump relay on the same bracket. You can pull the relay and jump pins 87-30 the fuel pump should energize, put your hand on it to feel it buzz. If it does buzz wait about one minute and pull the jumper wire off and then test to see if the carb has fuel. One guy holds the choke open and looks down the throat of the carb while the other guy pumps the throttle. The carb should have a spray of fuel down the throat when it gets pumped.

The hose you are talking about might be the one from the valve cover to the air cleaner.
