Looking through old posts and it looks like achris still hasn't found a fix.
What I did was supply power to the fuel pump from a dash mounted switch(it is both safe and legal as long as it is a momentary switch). On a cold start I just hold the switch until the fuel bowls are full - you can hear (if the blower is off, just remember to turn it back on) the pump change pitch when the valves close in the carb. Pump and start as normal. Fires on the first try every time.
Warm starts are another issue, but it has not been a big problem with mine. I just open the throttle a little farther than normal.
