4.3 merc would not go over 3000 rpm

I have a 1993 4.3 Merc refurb installed last year, I cannot go over 3000 rpm's. Since install, it has not been running right -- would go fine for few minutes, then would stall , try to restart but hard to crank over, then would stall again as i advance throttle -- any help and/or ideas will help -- thanks

Have you pulled the spark plugs and checked for water in the cylinders and on the spark plugs?
That would be my first check.

Changed spark plugs when engine was put, but not since. will do as suggested in the morning - thanks
