I am now completely obsessed. I went back out and bench tested the old starter with a different battery.

While cranking all the posts had about 9.5 volts. About the same as it had on the boat battery.
So, I dont get it. It is still not enough to activate the fuel pump.

I really dont want to run another power source to the fuel pump but I don't see any way around it.

You made it to the end of my abilities to help. At this point, I would have to able to actually be able to hear, and see, and touch things to see what is going on.

I did find the negative cable was little warm. I probably tried cranking 10 to 15 times.
All the wire terminals look good and have been cleaned at least three different times

I think that statement may be your overlooked clue. If the negative cable is getting warm and the positive is not, you have too much resistance in the cable somewhere. Just because it looks good does not mean that it is. Check it with your ohm meter - it should read zero or real close to it. Or put a jumper cable from the negative terminal of the battery to a good engine ground. Or do both - it cost zero to try it. Also, is the mounting surface for the starter clean and the bolts tight? The starter is grounding through that physical connection. I've seen rebuilders paint the nose of the starter causing a bad ground.

A bad ground can cause all kinds of havoc and cause you to pull your hair out looking for the problem.

I did try the jumper cables. No change at all.

So what ia the lowest voltage a fuel pump should be abke to run on?
