4.3L fuel pump problems

I have a 99 Stingray with a 4.3L mercruiser i put a edelbrock 1409 (with a 1485 calibration kit in it) and performer intake on it. When you try to give it throttle it starts to sputter, backfire and makes a sucking sound. I tested the fuel line pressure between the pump and carb and get between 6 to 8 lbs. I then decided to test the boat side of the system and and hooked it up with clear line and noticed most of the line had no fuel in it and the vacuum reading was 0. So I pinched off the line and it took close to a minute before it got to 6" Hg I know in your tutorial "testing yor boats fuel system" you said that the pump needs replaced but will it still pump 6-8lbs and still be bad. Just tired of replacing parts I dont have to. Thanks for any help you and offer me

Backfire and popping means lean.

Last time I heard a sucking sound it turned out to be the dollar bills flying out of my wallet!
