4.5hp kicker left/right tension adjustment?

Not sure how to say it, I want to make my 4.5hp kicker harder to turn left and right. I'm going to be using it to troll for salmon and do not have any way of steering to from the helm. I was thinking of using the 4.5 kicker for power and try to steer using the 70hp main as a rudder.
The problem is that the 4.5 is really loose and just seems like it won't stay on center.
Is there a tension adjustment anywhere?
Is there an easy way to lock it in a straight ahead position?

I'm not sure which 4,5 your engine is but will guess it's a older 4.5, ie so then look on the top of the swivel bracket the hold br a 7/16 bolt head sticking thru tighten it, if there is not one there tip the engone up and look at the same area from the bottom for it

1984 serial #7216798. There are 2 - 7/16 bolts on the top of the swivel bracket. They are pretty rusty and it might be a big can of worms trying to break them free. They don't really look like they'd affect tension either. No bolts on the bottom.

I ran it today using the kicker for power and the 70 as a rudder. Worked like a charm!
