I bought a 4 hp evinrude at a garage sale that had fallen in the water for about a minute. The owner ran it after that and it ran fine then he put it away and it locked up. I put PB Blaster in the cylinders for the last week or so but it hasn't helped. Next steps?

pull the cyl head...

oil up the pistons with pb blaster or light oil for a few days

tap the cyl alternately... look for small movements... use a wooden block/peg (no metal) to smack the cylinders..don't destroy them !!

keep alternating and oiling hopefully it will loosen up but... innards may be all rusted if it did not get a chance to evaporate all the water

better check the ignition components

if it does loosen ... get a new head gasket close it up and try it ( but before check the cyl head for flatness if not dead flat make it flat with figure 8s on a piece of 120 grit sandpaper over a glass plate visit Leroy's site

If it were mine and I wanted it to be a usable motor, I'd tear it down to the crankshaft for a thorough inspection. ANY rust on the crankshaft will tear up the rods in short order.

Agreed, unless you are just trying to free it up or run it for a minute to say you did, I'd prepare for a teardown and rebuild. If it's that wet and locked, the crank and rod bearings are shot
