40 hp johnson fuel question

I have taken my 1991 40 johnson out of winter storage to get ready for the season. I have just noticed something, when I squeeze the primer bulb the fuel filter ( white translucent tube ) fills with fuel, however with the motor running on fast idle on the water muffs on the fuel level drops to about a quarter inch at the bottom of the fuel filter. Is this normal or do I have a fuel pump going out? The VRO is blocked and I am running 50 to 1 mix gas. This is something I have not noticed before and do not want any bad news out on the lake. Thanks in advance for all the help I recieve on this forum.....

T.D. is right, the fuel filter is on the suction side of the fuel tank.

Ya, unlike a car that has the fuel pump in the tank and pushes the gas to the engine on an outboard it is on the engine so it sucks the fuel through the gas line, that is why the bulb doesn't stay hard too.
