40hp 4cyl. "Tracker" HELP!!!

Have a 1995 40hp, 4cyl outboard on a 16" Skiff(less that 100hours on both). Run fine for ever, then one day while on a plane I figured I would let my uncle have say so of where to fish. I pulled the boat off plane, shut the engine off and ever scence it wouldnt run again(run right). We diagnosed that there were two coils bad, replaced . That diddnt do it, found out it was a switch box, again, replaced with new.Fires great on all four coils, Have rebuilt both carbs, Replaced all fuel lines. And still dosent act right. She will run decent(not the best shes ever run)at low & high RPM on the trailer....but when ever I put her in the water she hardley will start, will not go into gear with out cutting out(if you do get her in gear and she dosent die)and absolutely she WILLNOT plane. My tack says shes running at about 4000@ WOT(in the water) but it sure doesnt seem like but 2000@WOT...maybe(again, if she even runs.) All the motor will do is BOGG, and "plow" the water.It looks as if the exhaust is not coming out of the prop all the time also??? I dont know what else to do. So...shes getting hot, good fire, on all four. Shes getting clean, filtered fuel. I dont know what else is left....Timing(never has been altered or monkeyed with). PLEASE SOMEONE HELP.....i havent been able to fish or scallop in a year!

Bummer indeed!

What I would do is (after inventing some words):
*Get a factory service manual Mercury
*Check the stator, coils and trigger ohms
*Check to see if TDC marker is really TDC for top piston & flywheel key is good (not sheared)
*Check to see if timing and pickup settings are correct
*Assume compression is good and carbs are good
*Check reed valve operation, pull carbs off and should get a good suction and pressure on the carb flange as the motor is turned over.

Great motors and the only thing I would say is keep looking. I am betting the ignition is the problem. Hope this helps.
