Coming out of fuel pump, but is it making it to the carb? Need to check and see if it is getting into the float bowl of the carb. If it is then you might have a restriction in one of your jets. I would start with one(1) turn out and work from there.

Hi Ken
The C type carb fitted to your motor used 3 types of choke (electric, hot water & hot air), if you have plenty of fuel in the float chamber and the carb has been cleaned I would sugest you check that the choke is working correctly. If the choke plate is not closing fully you will have big problems starting the motor from cold.
Best of Luck

I've been operating the choke manually and it closes all the way

Hello.
Your 1964 40 horse carburator has a single low speed adjustable needle valve.Open it a turn and a half and adjust it under a work load,by closing it until it starts coughing. Then open it a quarter turn from there.
The high speed is a fixed orifice in the bowl.
Check the float in your bowl.It may be stuck in closed position.
Anyways checking why the fuel does not reach your cylinder is a systematic check and eliminate process that starts with the filter in your tank ,through checking for kinked or clogged lines, the pump ,and so on, all the way to broken reeds.
I find the best way to do it, is by starting with the cheap and simple possibilities and only later go on to big trouble. For all you know it may just be a fuel hose sucking air!
By the way,is bucs your local ping pong team?
