40hp Johnson will not raise manually

I took my pontoon boat out of the water for the season today. I attempted to manually raise the engine to place on a rest (no tilt or trim) for trailering. The motor will not let me raise it up. I release the side release to unlock it and it will not allow me to move it. It still acts as though it is locked. Please offer any suggestions. This has never happened before. This is a 1990 tracker Johnson.

The rod from the handle to the release catch is likely off. Mine fell off the other day. I had to pull the manual trim adjustment rod out so the catch had nothing to hold then the motor would lift up. <br />Give that a try.
