40hp starter issue

I have a 40hp mariner that when starting the starter will not disengage after the key has been turned off. I have to remove the negative cable to get it to stop, at that point I can connect the negative cable and it is fine. No work has been done to it such as re-wiring but simply replaced the starter solenoid. Pictures were taken before any work was done to ensure the wires went back correctly I have metered connections for DC voltage but don't understand what can cause the issue.

well its a solenoid problem, its sticking or is being held electrically i would start by checking connections
