A friend's son just bought a 16' skiff w/ a '98 40hp Tohatsu 2 stroke. When starting the motor it will race like WOT. You don't have to choke or give it gas, it just takes off. Supposedly, the guy he bought it from rebuilt the carb. It has new shift & throttle cables but it will do the same with the cables disconnected. My best guess is the carb, that fuel is free flowing. Any other ideas will be greatly appreciated. Just trying to help him out.
