45 hp mariner runs reaaly flat

i have a 1988 45 hp mariner engine that i can not get to run right i have had it at several shops also with no luck the motor has 120lbs compression on all 4 cylinders but does not build up the rpms like it should you can play with the throttle and get it to go to about 4500rpms but never really opens up the motor is really flat and floods easally have had carbs rebuilt and every thing checked out and they say nothing is wrong dont know where to go next

the motortack also jumps around wildly at times not sure if this has something to do with it or not

checked plugs today and they where all fouled out i set the float level at 1/4 inch from bottom rim should i try to resett carb float everytime the motor sits it leaks the gas out from carbs

i changed my fuel pump, there was some small tears in the diaphram. might want to check that as the well.

i rebuilt fuel pump last week seem to help when you first get on the gas but then fades out

maybe a vacum leak? try spraying some carb cleaner near the carb base when its running. if idle changes then you have a leak, sometimes the carb bases get a little out of square.
