48 only starts at full throttle

This '96 48 Johnson will only start at or near full throttle. It idles roughly and dies if the throttle is brought back towards neutral. The fuel pump diaphragm is stiff but it started normally before I took it apart and the carbs were cleaned. Is it the fuel pump and why? It has 2 ports and the fuel cap filter line. Thanks.

Re-clean the carbs. Check the pump is actually pumping. Are the plugs getting wet at normal starting settings ??

Also make sure you are getting spark on both cylinders and read my sig.
