48 SPL Needle Valve Queston

Do the needle valves on the top and bottom cabs control different things or are they both for low speed.
To be more clear is the needle valve on the top carb the slow and the bottom the High. I did read the FAQ but am a little confused about this.

the needle valve in the top center of the carb is the low speed, the needle behind the bowl drain plug is the high speed. each carb has 2 needles, (jets). there is a picture here, red arrow low speed, red arrow high speed.
