5.7 gsi pwtr Timing shunt procedure contradictions

Hello all it’s been a long time.
Working on a 1999 Volvo penta Gsi PWTR TBI with a new long block in it. It’s been several years since I’ve had to set base timing on one of these and I’m reading conflicting procedures. Some say specifically to install the shunt and connect to 12v+ before starting the engine, some say shunt but do not connect 12v positive until engine is running (this is how I recall doing it), and I’ve even read it’s supposed to be hot swapped with the engine running which very much so doesn’t sound right.

When I first dropped the engine in I ran it with the engine harness plugged into the distributor to get it warmed up and it ran ok. I stopped the engine and installed the shunt, went to start it again and it blew out the starter almost immediately so I obviously f’d up something. If someone could please confirm what the latest procedure is for a sanity check that would be great! The part number to the shunt I’m using is 885163 pin A blank, B alligator clip, C & D are tied together.

What do you mean by " blew out the starter "?
When I tried starting it with the shunt installed I believe it was too advanced and the engine rotated backward while the starter was engaged. This was far from a new starter so it didn’t take much but it does need to be replaced now because of it.

I’m trying to click on the sticky in the must read for delco EST in the Volvo penta section here: IMG_6338.jpegand when I do it takes me to some thread about an Evinrude outboard.IMG_6339.jpeg ?
I’ve tried using a different browser with the same result. Anyone have the most recent service bulletin for setting base timing on delco est using the timing shunt?
