5.7 L Surging RPMs

Rpms are surging and I cannot maintain a consistent RPM. New cap, rotor, plugs, wires. RPMs surge about 1,000 RPM. The problem is more prominent without a load than in the water. Fuel pressure is a steady 38 PSI.

2009 MPI / 5.7L connected to a Alpha 1 Gen 2.

does the engine idle well?? at what rpm??

Idle is around 700 RPM and it will jump around there as well but not as severe. Probably only 200 RPM in fluctuation and not as frequent.
