5 H.P. 4 cycle something wrong

Engine will not run. Has gas and fire but not much in the way of compression. It seems like the valves are not in time with the piston. If I put my finger over the spark plug hole and roll engine over I get a very small bit of air pushing on finger. I can hold it very easy. Then it gets real silly. As I keep rolling engine over I do not get the expected push pull of air that you would expect from a 4 cycle. After TDC on the power stroke I get no "pull" or vacuum as the piston goes down. Does anyone know if this could have jumped inside like a timing chain? Any thoughts on tests?

As you can see I really don't do outboards. This belongs to the guy next door. It has been to the shop but has not run this summer.

Update. engine starts to build compression when piston is 1/2 way to the top on compression stroke. Guess I need to check the valves?
