50 Evinrude triple tilt and trim troubleshooting?

I just picked up a 1995 50 hp 3 cyl and the tilt and trim is not working. I’m using controls from my 1990 70 hp. I know these controls worked fully with the 70 a month ago when I pulled them from my boat.

Can I test the tilt/trim by jumping something?

EDIT; I did get this unit working. However for future reference it would be good to know ( for myself and others ) How to test or troubleshoot a non-working tilt.

if anybody would mind posting a tutorial link or reference material that would be wonderful

???-----Why not find the plug in the harness.-------Blue and green wire.---------Then apply + 12 volts to blue and - 12 volts to green.------Trim should go up.-----Reverse wires for down.-----That will determine if it is the trim motor or something else.
