50 HP bigfoot, carb problems

I was wondering if anyone had the same issue, When I sqeeze the primer ball on my 50 HP bigfoot ,gas comes out of the top of the upper carberator, does this mean the needle is not seating on the top carb?Also it doesnt run the gretest and gas leaks out the top carb when its running.

This sounds like the needle is not seating on the top carb.
