50 hp johnson ob HELP

My friend at work showed me a video of his boat that has been causing him problems. The engine runs fine at idle and running it slow, but when he increases the gas. the engine seems to skip, but will not stall. no smoke or banging sounds it just skips. anyone can give me ideals before I go to take a look at it. What do you mean by skip? Like it won't rev up but dies instead? Or it revs up but won't go anywhere?
It would also help if we knew what year the engine is.
