I had some ignition problems and put on a new power power pack. After I replaced it I ran the boat of the lake to test it for about 20 minutes and it ran fine. I gradually gave it more power to WOT and it stuck there, could not get it to de-power. I thought it was a broken throttle cable but it is working properly. Now when I start the engine it runs as if the throttle is wide open. Butterflies on the carbs are closed. Could not find any mention of this kind of problem in the manual. Has anyone had a similar problem ?

You can shut it off with the key, right?

Check the linkage between the throttle lever and the timer base (starboard side of the engine) - sounds like maybe the timer base is stuck in the fully advanced position.

Yes, switch shuts it off. Thanks for the help. I thought about it after the post and believe it's in the spark advance linkage too.
