trying to pull flywheel off. Does the washer under the nut have to come off before pulling?

No. Are you using a harmonic balancer puller with grade 8 bolts threaded into the flywheel?

yes, but it is not budging. do you use the inner 3 holes? plus the flywheel turns and can't keep it from spinning while trying to crank down on puller.

Yes, you use the three inner holes. I tighten up on the bolts 'til they're snug then tighten the bolt in the center. A strap wrench helps - or a strong helper. Doesn't usually have to be extremely tight. Sometimes a good rap on the edge of the puller with a mallet will pop it free.
