55 hp fuel problem?

I bought this old 1971 55 hp Chrysler. It didn't want run unless you flicked the choke on and off. I rebuilt the carburetor and had it running good in the tub. It sat for a month while I made seats for the boat. I took it down to our lake and it went to start and then wouldn't. I found that I had the vent on the gas tank closed, and the primer wouldn't prime up gas. When I opened the vent lots of pressure released from the sun heat. The primer still wouldn't pick up fuel. I then looked inside the tank and the tube inside fell off. I hooked my other tank up and pumped it till it got hard. I turned it over till the battery was almost dead. I thought it was flooded because the gas was coming out the exhaust, so I let it sit for a while. Then when it didn't want to start again I gave it full throttle. It fired up and smoked. I had to keep it at full throttle for about fifteen seconds before backing off. The problem now is that it acts like 1/4 throttle when in full throttle. I looked at the throttle body and it is going all the way open. It does run and idle fine. I can drive the boat around smoothly in full throttle but only going about ten mph. Do you think the pressure in the fuel from the sun could have stretched the diaphragms in the fuel pump? Could this be a fuel pump problem? I haven't yet rebuilt it. Also, am I to keep the vent in the gas tank open when it's hooked up? I closed it because of rain, and had left it that way for a month. Thanks for any replies, John.
