Depends on what you are driving. If it is a car I would say no. If it is a boat maybe.

RPM seems pretty high. Is that GPS speed?

RPM should be in the mid 4000 range. Also check speed with GPS. What prop are you running?

wot spec for a 92 3.0lx is 4400-4800 per s/m 13. so imho, something is amiss. tach reading wrong, or really is turning that rpm in which case ya'd want a steeper pitched prop. or maybe your trimmed out to much and yer ventilating the prop getting the high rpm readings.
what does the tach read when your not trimmed out high? does that bring the rpm down into specs?

If you was under propped enough to be 1000 rpm to high, you wouldn't be seeing 45 mph.
You have tach issues.
